I'm glad that the resolution worked out in their favor, as they were clearly in the right, but-
Why did they have to put a bag over his head? They were in a public area, no? You can't have any reasonable expectation of privacy on a sidewalk in front of a store.
Why did the cop ask them to turn their camera off?

This makes me want to dig out the video of a cheater at a large LAN party who got caught several years back. They turned on all the lights and threw the cheater and his computer out into the parking lot.

Really, it's probably a case of he shouldn't have been there and is a complete a grade idiot who freaked out and really thinks that people give two craps about him being on a video.

Most likely he can't, however if you are trying to get into good graces with the authorities the best thing to do is conform and not rock the boat. If you are trying to prove a point the last thing you want to do is piss off the people who are going to make that point for you.

Yeah, he was probably arrested for making a frivolous 911 call. If that was the case, they probably just stuck him in the back seat for an hour or two and let him stew in his own juices while they sat around (cops LOVE to take forever when they get called to a simple assignment) and then let him go with a warning or something.

Boo to the cop for telling them to turn the camera off. People shouldn't have to relinquish their rights in the hopes of placating a cop into doing his job or to not abuse his power.

But yay for the cop arresting the cock for wasting tax-payer dollars.

I also thought that people can be filmed when they have no expectation of privacy, whether they like it or not and whether they consent to it or not.

If I had to bet, I'd say he was arrested for disturbing the peace. I'm sure it's different depending on state/city/county, but here you have to call 911 if you want the police. I called the police station directly once to get the cops to come out and ticket/tow some asshat that illegally parked and had me blocked in. They told me to call 911.

In other words, the cop's ability to selectively enforce overbroad laws gives him leverage to make arbitrary requests beyond the scope of law, and that sucks. Ubiquitous camera phones are exactly the kind of eternal vigilance needed to protect the people from the government.

The guy was a tool, but technically you have to get permission from everyone in public you film. You're supposed to get a waiver from each one who'll be seen on camera. If you can't or don't, you can blur them out (or put a bag on their head). None the less, the guy didn't have to be a jerk.

The cop doesnt have a "right" to tell them to turn of the camera, but what he can do, is to say "Either we have a private non-camera conversation here, or I'll take you into the car/down to the station, and I wont allow the camera in." For purely practical purposes, insisting on having the camera on isnt always that smart, or convenient.

Not quite. You have to get permission from everyone you want to display. You get filmed without your permission hundreds of times a day (think "security camera") but if someone wants to put it up on YouTube (or the Sift) that's when a release becomes necessary.

I've never used 911 myself, but I just had a discussion a few days ago with some friends who've had to use it and were all put on hold for a while before reaching an operator.

I wonder how many people died waiting on hold for that operator to answer.
